About Dr J Hall

​Jennifer (Jenny) Hall is a senior lecturer in the Department of Procedural Law. Jenny has specialised in environmental law since 1994 and has been intimately involved in drafting environmental legislation for all spheres of government, including the National Environmental Management: Waste Act 59 of 2008, the National Environmental Management: Air Quality Act 39 of 2004 and several waste management by-laws. She has also been involved in environmental compliance and enforcement work for environmental departments since 2001 when she developed a compliance and enforcement strategy for the Gauteng Department of Agriculture, Conservation and Environment (as it was then). Other compliance and enforcement work includes project managing the development of a National Compliance Monitoring and Enforcement Strategy for environmental management inspectors for the National Department of Environmental Affairs; drafting a magistrate’s bench book on the adjudication of environmental crime for the National Department and Justice College; drafting (or co-drafting) two manuals for the training of environmental management inspectors for the National Department and training environmental management inspectors and environmental mineral resource inspectors at a number of tertiary institutions including the University of Pretoria, University of South Africa and Cape Peninsular University of Technology. In addition to her consultancy work, Jenny was honorary research associate at the University of Cape Town’s Institute for Marine and Environmental Law for six years. Jenny’s area of interest and research is environmental law and includes government efforts to give effect to the environmental right; the impact of the court on environmental governance and the development of an environmental jurisprudence; pollution and waste management and environmental justice. She joined the Faculty in 2018 and currently lectures International Environmental Law at the Masters level and Legal Skills.
