Motivation
- Researchers who are currently loathe to participate in the NRF ratings system, need to be incentivized to do so.
- Researchers who are not in the “excellence” category referred to above, need to be incentivized to publish as much as possible, in order for UJ to realize its ideal of becoming an institution that is acknowledged for its research profile, and also to lay the foundations for the next generation of excellent (i.e., “A” or “B” rated) researchers from the ranks of the “C”, “Y” and “L” rated researchers.
Incentives and Conditions
- Only researchers who have – or who achieve in the future – an NRF rating, and who are not otherwise identified and rewarded in terms of the Talent Management Strategy for Individuals with High Levels of Skill, Scarcity and/or Excellence in UJ for research excellence, are eligible to participate in the incentive scheme.
- Eligible researchers receive, as taxable income, an amount as determined from time to time for each research publication unit generated by the researcher in an internationally accredited journal publication(s), as determined by the Department of Education, and for which the DoHET awards subsidy to the institution.
- Eligible researchers receive, as taxable income, an amount as determined from time to time for each research publication unit generated by the researcher in a nationally accredited journal publication(s), as determined by the DoHET, and for which the DoHET awards subsidy to the institution.
- The amounts payable to a researcher are determined annually with reference to the most recent audited DoHET research assessment cycle.
- The awards described above are subtracted from the amount of research subsidy income that is transferred annually (in accordance with institutional policy to the research account of the individual researcher concerned.
- The income generated by a researcher is paid to her/him after the official results of the annual DoHET research assessment have been published, at a time detrmined by the Deputy Vice-Chancellor (Finance).
- The incentive scheme is subject to annual review by the Management Executive Committee.
- An individual researcher may elect not to receive as private income research subsidy generated through her/his efforts, but to request that the full amount is paid into her/his research account, as per institutional policy.
- In addition to the above provisions, Faculties may, in their discretion, annually remunerate C, Y and L rated researchers from funds allocated annually to the Faculty on the basis of research subsidy income generated by means of accredited research outputs. The amount of additional remuneration thus granted to such researchers may not exceed 30% of the annual allocation of each Faculty.
