Elvin Shava is a Senior Lecturer in the School of Public Management, Governance, and Public Policy at the University of Johannesburg. He previously served as a Senior Lecturer in the School of Management, IT and Governance and as a postdoctoral research fellow at the University of KwaZulu-Natal. Due to his stellar contributions to research as a Senior Postdoctoral Research Fellow in the School of Public Management, Governance and Public Policy at UJ, he was awarded two accolades by the College of Business and Economics, namely: Top 20 Research Award (2023) and Senior PDRF Award (2022). He has extensively published research articles and book chapters on various topics in public administration. His research interests are in digital governance, Fourth Industrial Revolution technologies (e.g., blockchain, smart platforms), and public sector accountability, focusing on ICT-driven public service delivery and civic participation in low-income countries. He has co-edited two books: Digital Transformation in Public Sector Human Resource Management (2024) and the forthcoming Digital Transformations in Southern Africa: Governance and Equality (2025).  He is also a Review Editor for the Frontiers Journal in Sustainable Cities, where he shapes global discourse on smart public governance, smart cities, and urban sustainability. His presentations at local and international conferences amplify his thought leadership.  He is a member of the South African Association of Public Administration and Management (SAAPAM), and he previously lent his expertise to the Department of Small Business Development, where he served as a member of the Evaluation Steering Committee for the Integrated Strategy for the Development and Promotion of Cooperatives in South Africa. He has also supervised postdoctoral fellows and graduated doctoral, masters and honours students.  As a Principal Investigator, he successfully executed four national projects funded by the Local Government Sector Education and Training Authority (LGSETA) and a Gauteng Provincial Disaster Management Research Agenda funded by the Cooperative Governance and Traditional Affairs (COGTA), contributing significantly to third-stream income.
