Drinking water quality in South Africa

There is much concern over the quality of tap water and that of effluent discharged from municipal wastewater treatment facilities. While this concern can be substantiated to a certain extent there remain various reasons why South Africans can be encouraged by the change of events due to incentive-based regulation. Recent Blue Drop and Green Drop reporting serves as evidence of the paradigm shift the local water sector is experiencing; a shift which promises to bring sustainable improvement that will benefit ordinary South Africans. The talk will thus cover elements such as: the benefit  of  regulation within the context of drinking water quality and wastewater services management; respecting the rights of South Africans within the context of Water Services; but also noting their responsibilities; and using risk calculations to determine “Hotspots” and how to address.

Mr. Leonardo Manus currently holds the position of Director:  Water Services Regulation within the Department of Water Affairs (DWA) where he is responsible for Drinking Water Quality, Municipal Wastewater Services and Water Services Economic Regulation programmes.  Mr Manus has been working at the DWA since 1998 and in 2003 he established a Water Services Technical Regulation Unit at DWA.   He has completed  various international regulation courses and has been exposed to international regulation models, which he has used effectively to formulate and implement innovative Drinking  Water  Quality  and  Wastewater  Services  Regulation  locally.  Out  of  this  process  the internationally renowned Blue Drop and Green Drop Certification incentive-based regulation initiatives were conceptualised.
